Automated Client Screening (ACS) replaces the manual AML check carried out when a client opens an
investment account. In the current process an employee searches each public source by hand, in both
English and Arabic, rules out namesakes, writes up the findings and files the evidence — an estimated
three to four hours per client, spent equally on every client regardless of risk.
ACS performs the searching, rating and filing automatically. The employee's role becomes review and
judgement: high-risk cases are separated immediately for enhanced due diligence, while medium and low
risk clear without additional manual work. Estimated effort falls to about thirty minutes per client.
Sources checked
- Sanctions — UN Security Council consolidated list, US Treasury OFAC SDN, OpenSanctions
- Law enforcement — Interpol public red-notice register
- Adverse media — news in English and Arabic, screened against financial-crime terms
- Public profile — Wikidata public offices held, Wikipedia biographies
How the rating is decided
- High — a sanctions or Interpol match, or a politically exposed person who also appears in negative news. Enhanced due diligence and compliance sign-off required.
- Medium — one warning sign alone: political exposure with a clean media record, or negative news with no list match. A reviewer confirms identity.
- Low — nothing found in any source. Evidence of lower risk, not proof the person is clean.
Limitations
- Name matching is fuzzy — transliteration variants only match through recorded aliases.
- Adverse media may concern a different person of the same name; a reviewer always confirms.
- Kuwait's local designation lists are published as documents and are checked manually.
- ACS is a screening aid — it supports, but does not replace, customer due diligence under Kuwait AML Law 106/2013 and FATF guidance.
